Renovation approval in Dubai: landlord consent and NOC
Updated 22 October 2026
Who approves what
| You are | You need |
|---|---|
| Tenant | Written landlord permission, plus any building or authority approval |
| Apartment owner | Building management or developer NOC / works permit |
| Villa owner | Community rules on contractor access and hours; structural or external changes need approval |
What the law says
The tenancy provision quoted by Khaleej Times: the tenant "may not make any changes or carry out any restoration or maintenance works in the Real Property without obtaining the permission of the Landlord and the necessary licences from the competent official entities". The same column notes that under Article 25(1)(e) of Law No. 33 of 2008 a landlord may seek eviction if changes endanger safety and cannot be restored. For jointly owned buildings, Article 39 of Dubai Law No. 6 of 2019 requires approval of the Master Developer, the DLD and the Competent Authority for substantial alterations to the structure or external appearance.
Example: Wasl NOC fees

| Painting same colour | AED 0 |
Wasl adds AED 10 knowledge fee, AED 10 innovation fee and AED 25 tax to each AED 500 NOC, and states up to 5 working days for residential requests. Other landlords and buildings set their own rules.
